So I started a new character with the wandcrafting ability and I noticed he does not have the Rod Charge skill. What gives? is this a known bug? has it been removed? the skill is still there but no ability

That ability has changed, rods now have charges instead of the previous random burn down mechanism. Previously you could not craft wands, that is new. see also the patch notes!
